Position Title:

Senior Engineer – Commissioning

Scope of Responsibilities:

Hands on leadership of a team of commissioning discipline engineers and operators in carrying out Pre-Commissioning/Commissioning & Start-up activities. Provide necessary technical information for the other disciplines during the project. Coordinate the work within the budgeted man hour and project schedule.

Primary Duties:

  • requirements and scope of work, review specifications, drawings and other documents of the project and establish applicability to the scope of work.
    Carry out a detailed assessment of the commissioning work involved and assess the available resources and possible constraints in its execution.
    Ability to review contractual documents and identify project requirements and constraints / risks.
    Be continually present on the field to guarantee the quality and progress of the work.
    Ability to perform Job Safety Analysis (JSA) and toll box talk to executing the activities.
    Provide necessary inputs to commissioning proposals at the bidding stage.
    Inspect and ensure all construction activities are completed prior to taking up the system for commissioning and ensure the setting up of safety procedures for the same.
    Ensure that all safety and precautionary requirements and procedures are followed during the commissioning.
    Ability to lead subcontractor for the safe execution of Pre-Commissioning / Commissioning activities in line with the schedule.
    Be aware of cost monitoring, control expenses, and report overruns to management.
    Hold regular review of risk assessment/meeting with the client on issues such as HSE.
    Attend daily meeting with Commissioning coordinator and team leaders to update the progress and receive daily reports.
    Regularly contact discipline engineers and supervisors for solving problems related to project execution work safely.
    Regularly communication with Sub-contractor execution team.
    Liaise & Coordinate with commissioning engineers & supervisors and provide them support and guidelines for technical commissioning related issues.
    Perform any other related duties and responsibilities as and when directed by the Supervisor.
    2.1 Process:
    Review project design documents.
    Ability to identify design failures and / or discrepancies.
    Ability to perform Factory & Site Acceptance test and performance test.
    Ability to produce integrated start-up schedules.
    Ability to commission and start-up systems / equipment safely and reached stable conditions.
    Attend and provide input at P&ID review, HAZOP & HAZID review.
    Able to monitor and lead DCS operations such as alarm trips, logic, interlocks, permissive, overrides etc.
    Able to monitor and control temperatures/pressures/levels/flow of operating plant.
    Ability to produce plans and specific method statements including P&ID mark ups for activities related to leak testing, chemical cleaning, oil flushing, air blowing, catalyst loading, operational test procedures, start-up procedures etc.
    Ability to conduct P&ID line walks, equipment internals inspections and vendor packages readiness for Commissioning and Operation.
    Participate in HAZOP meeting with client and representative of the other engineering disciplines.
    2.2 Mechanical:
  • Ability to produce project specific procedures, Preservation & Maintenance check sheets, matrix and schedules.
    Ability to find out technical problems associated with rotating/static equipment and mechanical packages/valves are identified and resolved or coordinated with the respective vendor.
    Ability to preserve and maintain rotating equipment after equipment commissioning and start-up.
    Preparation of RFQ’s and evaluation of vendor technical bids and preparation of technical bid analysis for all specialist services activities.
    Assessing the requirements of special tools/temporary facilities/equipment required for pre-commissioning and commissioning.
    Ability to participate in model reviews of the plant with respect to Accessibility & Maintainability requirements.
    Ability to perform & guide various activities related to rotating equipment likes lube oil flushing, alignment, lubrication, vibration checks, start-up etc.
    Ability to perform & guide various activities related to static equipment likes proper installation of internal inside the vessels as per drawing & specifications.
    Ability to perform & guide in air blowing, flushing, leak testing, drying & inerting of various piping.
    Ability to perform & guide in various activities such as mechanical interlock, pipeline pigging activities, spring support, hot & cold setting.
    2.3 Electrical:
    Able to guide technical issue to several electrical engineers & supervisors under his responsibility.
    Direct the daily activities related to electrical SAT, energisation and functional testing.
    Provide technical support and problem resolving on different electrical equipment: transformer, HV/LV Switchboard, motors, relay protection systems.
    Interact with QA/QC to ensure compliance with company quality procedures. Coordinate internal and client audit request.
    Able to analyze technical issues to initiate an appropriate corrective action and report the same to the direct line management.
    Able to interface with client as required, attend internal project meetings, ensure the progress of electrical commissioning discipline in accordance to schedule.
    Ensure all testing document are available to the testing team and coordinate with field electrical engineering the any corrective action required on the document.
    Identify any design failures or discrepancies that may be lessons learned for future projects and report same via line management.
    2.4 Instruments:
    As leader of the entire instrument commissioning team, the senior engineer shall perfectly understand all instrument commissioning phase and have strong engineering background in instrument field device and control system
    Able to guide technical issue to several engineers under his responsibility.
    Direct the daily activities related to instrument SAT/ Loop testing and functional testing.
    Provide technical support and problem resolving on different control and safety system: DCS/ ESD, HIPPS, AMS, OPC communication
    Interact with QA/QC to ensure compliance with company quality procedures. Coordinate internal and client audit request.

  • Minimum Requirement:
  • Bachelor’s Degree in Engineering with a minimum of 6 years’ experience in Oil & Gas industry.
