Role Summary:Hands on leadership of a team of commissioning engineers and operators in carrying out Pre-commissioning/Commissioning & Energization/Start-up activities. Provide necessary technical information for the other disciplines during the project. Coordinate the work within budgeted man hour and project schedule.
Essential Responsibilities:
Supports the ITO phase of projects with planning and test procedure development
Supports the OTR phase of projects for implementation of the commissioning plan and coordination between design engineering, equipment suppliers
Identify requirements and scope of work, review specifications, drawings and other documents of the project and establish applicability to the scope of work
Carry out a detailed assessment of the commissioning work involved and assess the available resources and possible constraints in its execution
Review project design documents
Attend and provide input at drawings review, safety and constructability review, spare parts order, specialist services and model review
Ability to review contractual documents and identify project requirements and constraints / risks
Ability to lead subcontractor for the safe execution of Pre-commissioning / Commissioning activities in line with the schedule
Ability to lead a team of engineers/supervisors for the execution of pre-commissioning, commissioning and Energization/Start-up activities
Prepare the Quality Control Plans for pre-commissioning/commissioning activities
Responsible to discuss and get the approval of Pre-commissioning, Commissioning and Energization procedures from clients
Lead the internal staff meeting; ensure the progress of project in accordance to project schedule
Coordinate with projects and planning departments on schedule related issue
Inspect and ensure all construction activities are completed prior to taking up the system for commissioning and ensure the setting up of safety procedures for the same
Assessing the requirements of special tools/temporary facilities/equipment required for pre-commissioning and commissioning
Coordinate with other disciplines and individual systems and subsystems to achieve/commence pre-commissioning and commissioning
Identify system/sub-system priorities and guide construction to follow the same
Track & record contractual deviations by client/sub-contractor for claims
Ability to control execution cost and resources within budgeted cost
Prepare integrated schedule with construction activities
Review and approve system/sub-system limits and turnover philosophy
Constantly monitor to identify and communicate to Construction team on any priority areas of work to accomplish smooth commissioning activities
Ensure that all safety and precautionary requirements and procedures are followed during the commissioning
Hold regular review of risk assessment/meeting with the client on issues such as HSE
Be continually present on the field to guarantee the quality and progress of the work
Direct the daily activities related to electrical FAT/SAT, energisation and functional testing
Provide technical support and problem resolving on different electrical equipment: transformer, HV/LV, Switchboard, motors, relay protection systems
Ensure all testing document are available to the testing team and coordinate with field electrical engineering the any corrective action required on the document
Identify any design failures or discrepancies that may be lessons learned for future projects and report same via line management
Regularly contact discipline engineers and supervisors for solving problems related to project execution work safely
Regularly communication with Sub-contractor execution team
Perform any other related duties and responsibilities as and when directed by the Supervisor
Qualifications/Requirements:
Bachelor of science degree in electrical or equivalent knowledge or work experience
Major electrical or mechanical engineering/commissioning experience
Background in Building Services, electrical works and commissioning
Site commissioning experience
Prior experience in substation/switchyard commissioning
Organizational, program development and planning mind set
Experience on people management
EU Work Permit
English and Italian fluency
